Фух, разобрался своими силами ) Спешу рассказать как, хотя сомневаюсь что это кому-либо нужно.
Итак, в Windows Help and Support нашел статью «All Help > Networking — connecting computers and devices > Connecting to a network > What is network discovery?» а в ней абзац:
«Network discovery requires that the DNS Client, Function Discovery Resource Publication, SSDP Discovery, and UPnP Device Host services started, that network discovery is allowed to communicate through Windows Firewall, and that other firewalls are not interfering with network discovery. If some but not all of these are true, the network discovery state will be shown as Custom.»
т.е. для работы network discovery требуются сервисы DNS Client, Function Discovery Resource Publication, SSDP Discovery и UPnP Device Host.
8 Ways to Fix Network Discovery Is Turned off on Windows 10

The network sharing feature lets you share files and devices, such as printers, with other devices on the same network. However, network discovery should be enabled to use it. Sadly, for some users, the network discovery setting turns off automatically. That is, they cannot turn on network discovery in Windows 10 even after repeated attempts.
Every time they start using network sharing or click on the Network icon, Windows 10 shows the error ‘Network Discovery is turned off. Network computers and devices are not visible. Turn on Network Discovery in Network and Sharing Center.’
So if you are also facing the issue where network discovery keeps on turning off, you have arrived at the right place. Here you will find 8 ways to fix the problem.
Let’s check the solutions.
1. Restart PC
Before you jump to the other solutions, try the basic one. That is, restart your PC and check if the issue is fixed.
2. Choose the Right Sharing Mode
Windows offers two network profiles — public and private. You need to take care of two things related to them. First, enable network sharing on private profile only and secondly, make sure you’ve set the current network to private profile.
Sometimes, the private sharing is enabled while you are using a public profile. That causes problems. So here’s what you need to do.
Step 1: Click on the Wi-Fi icon in the taskbar to show the connected and available Wi-Fi networks.
Step 2: Click on the connected network and select Properties from the menu.
Step 3: Check the selected profile under Network profile. If you are on a trusted network, choose Private.
Step 4: On the same screen, click on the back button at the top to go to Network settings.
Step 5: Click on Status in the left sidebar followed by Sharing options on the right side.
Step 6: You will be taken to the Advanced sharing settings screen. If you selected Private profile in step 3, then open settings for Private profile. Check the box next to Turn on network discovery and Turn on automatic setup of network connected devices. And if you selected Public profile, enable these two options.
Step 7: Click on Save changes. After that, you can check whether the issue is solved. If not, then continue reading.

3. Change Dependency Services Settings
At times, the issue with the dependency services related to network discovery also causes problems. The services are DNS Client, Function Discovery Resource Publication, SSDP Discovery, and UPnP Device Host. You need to check if they are running or not.
For that, follow these steps:
Step 1: Type Services in Windows search in the taskbar. Click on the first item.
Step 2: On the Services screen, find DNS Client. Right-click on it and select Properties.
Step 3: In the Properties, first, make sure the Service status shows Running. If it is showing something else, click on the Start button. Next, check the Startup type. It should be set to Automatic.
Step 4: Repeat step 2 and 3 for other services — Function Discovery Resource Publication, SSDP Discovery, and UPnP Device Host.
Step 5: Restart your PC.
4. Allow Network Discovery in Firewall Settings
At times, network discovery doesn’t work because Windows Firewall is blocking it on your PC. Here’s how to fix it.
Step 1: Open Control Panel on your PC. You can use the Windows search to find it.
Step 2: Click on Windows Defender Firewall.
Step 3: Click on Allow an app or feature through Windows Defender Firewall.
Step 4: Click on Change Settings. Then scroll down and look for Network Discovery. Enable it for your network profile (private or public). Hit Ok to save the changes.
Step 5: Repeat the method 1 to ensure network discovery is enabled for the right profile in the correct manner.
5. Run Troubleshooter
Microsoft comes with a built-in troubleshooter that is known to fix various issues. You should run it to fix this issue as well. To do so, follow these steps:
Step 1: Open Windows Settings and go to Update & Security.
Step 2: Click on Troubleshoot in the left sidebar. On the right side, click on Network Adapter and hit the Run the troubleshooter button. Follow the on-screen instructions to complete the process. Then, click on Shared Folders and run its troubleshooter too.

6. Disable Antivirus and Firewall
Many times, your antivirus is also responsible for interruptions which leads to the issue of network discovery not turning on. First, try updating it. If the issue continues, disable it for a while to verify if it is the root cause.
If you use third-party firewall apps, try disabling it to find the culprit. Once disabled, restart PC and see if the issue is gone.
7. Update Network Adapter
An old or corrupt network adapter could also result in issues with network-related features such as network sharing. So you should keep it updated. To do so, follow these steps:
Step 1: Right-click on the Start Menu icon and select Device Manager from it.
Step 2: Click on the small down next to Network Adapters. Right-click on your network adapter and select Update driver from the menu. Choose automatically on the pop-up window and follow the on-screen instructions to complete the process.
8. Reset Network Settings
Lastly, if nothing works, it’s time to reset network settings. Resetting network will not delete data on your PC but it will roll back all the network-related settings to their original values.
To reset network, follow these steps:
Step 1: Open Settings and go to Network and Internet.
Step 2: Choose Status from the left side. Scroll down and click on Network reset. Confirm on the next screen.
Step 3: Restart your PC.

Be Careful
We hope the above solutions would have fixed the network discovery not turning on problem on your Windows device. Once the issue is fixed, turn off the network discovery when it’s not in use. Because leaving switched on for network sharing changes firewall settings due to which your PC is slightly at a security risk. So keep it off.

Question
I am not sure if this is the correct forum to ask this question but MS said sounds more like a networking issue so I will post it here.
I am running a new Win 2008 r2 server as a Domain Controller in Hyper-V. The system is running smoothly.

Thanks for the post.
This issue will occur if the dependency services are disabled. Please make sure the following services are enabled and running.
— Function Discovery Resource Publication
Please remember to click “Mark as Answer” on the post that helps you, and to click “Unmark as Answer” if a marked post does not actually answer your question. This can be beneficial to other community members reading the thread.
Function Discovery Resource Publication should be manual. Anyway try the following steps
1. Enable file sharing as shown in below link
2. make sure you can ping public domain name like yahoo.com
3. Also make sure client for networks and file and print sharing are enabled on TCP properties
4. disable third party Antivirus and security solution for time being and check the network discovery
5. Make sure ssdp discovery and Upnp are manual and started.

Ok. Here are my current settings and my followup question.
My question is: Inside the firewall settings, under «Allow a Program of Feature through the firewall» I have Network Discovery Enabled for Domain, Home, and Public. But it is still disabled under «Change Advanced Sharing Settings». Is Network Discovery enabled or not? Which setting takes precedence, the settings inside the firewall or the setting inside of «Change Advanced Sharing Settings?»
I will now proceed to enable these services that you have brought to my attention and see if I am able to «turn ON» Network Discover under Change Advanced Sharing Settings. I will repost afterwards. thanks again.
I went one by one turning on the services that you listed and after turning on each one I went into «Change Advanced Sharing Settings» and turned on Network Discovery then went back in to check to see if it turned back OFF again.
It kept turning back OFF until I got to the last one and started it. After starting all services it will now stay ON in «Change Advanced Sharing Settings». I still don’t understand why/how it showed ON in the firewall and OFF in «Change Advanced Sharing Settings».
1- Should I set these services to start automatically upon boot?
2- Is there a good reason these services should be left OFF?
3- Do these services need to be on on other Windows 2008 servers?
Thanks for the post.
Please make sure that the startup type of the following three services could be set to Manual. And these service should be logged on with Local Service account.

thanks man you helped me out alot
Not as completely useless as your post. You should learn some manors.
I also was had a problem with not being able to access my files on my laptop, but thanks to your advice it all works alright now.
I did nothing, Windows 7 did an Automatic update, come in Monday, turn on the machine and no network sharing. Just turns itself off all the time after I try to turn it on.
The Local FireWall does the same, can’t turn it off (I can on Public Networks), this seems just Stupid as Public is more dangerous.
This seems like stupid Windows bugs again.

Thanks for your answer.
It’s correct. I just start two services (ssdp discovery and Upnp)manually, and I can see the Turn on in window.
I’m having the same problem, but for me all of these are running! 🙁
In a word. pathetic. Microsoft, this is a friggin server. this happens in 2012 as well. What the frig do u think, I want to purchase this behemoth SERVER software, install it and NOT be able to look at my network. Are you guys just a bunch of retards?? Windows firewall is joke and I ALWAYS turn this fukard thing off otherwise you will pull your hair wondering why shit don’t friggin work. JUNK JUNK JUNK. Does the word SERVER not make any sense anymore?? I want to serve my network, I should be able to look and browse my network. IDIOTS!!
This helped us. It wasn’t clear to me where to look to enable the above services, but remembering that I’ve dealt with print spooler services, I decided to type ‘Services’ in the search bar on the server. That is where to look for:
Function Discovery Resource Publication
DNS client was already on for us. But others had to be started or first enabled and then started. Not only was I able to enable network discovery after this, but our server showed up on the network and I was able to access shared folders for the first time. Really appreciate the help 🙂
So here we go again. another fuking retarded decision from A-holes at MS.
Then u fukards go a buy LinkedIn. well, fuk that. I cancelled my account the day I heard about it. Not a fuking chance I want anything to do with microsoft, especially since all they want to do is scrap my information for thieir own use. FUK YOU!!
No FUKING way I want anything to do with MS. Go FUK YOURSELF>
Thanks for the post.

That worked for me. ;-))
i have started all these services and set to automatic and my server can now be seen by the pcs on the domain
— Function Discovery Resource Publication
Thanks Miles, great answer, worked a treat
There are two ways by which you can solve.
If you don’t know How, visit the below link where I have explained everything.
Hey Miles, I checked my settings and as you mentioned the dependency services were turned off. Hence i turned them all on and set it to «Automatic» hope that is fine. However, after a PC restart, the «network discovery» option is still on and didn’t go off this time, but the network drive is not connecting now 🙁
Please advice what do I check now?
There is a lot to this thread. I’m literally drowning in all the suggestions. Since you appear to have a solution, I want to address your first statement: «Function Discovery Resource Publication should be manual».
If the service should be set to manual, the computer names will never be displayed in the Network Places, yes? I have found that the computer specifically associated with «Windows 10 Home» always disappears after some time goes by. Since the Fall Creators Update, this has been the case with W10 Home.
We all know what FDRP is, but how does it work? When the service is running by a host computer is it being polled for its name or sending out its name to other devices (computers) in the workgroup/domain, so that they are visible in Network Places? FDRP on W10 Home seems to «stop» doing what it is supposed to do even though the service displays that it is running when I open the Services tool. Only way to resolve the missing computer name is to restart FDRP and immediately the computer name is displayed in Network Places for all computers in my subnet. This is a bug, yes?
